Isabella County board approves invoices, ARPA park amendment, building‑inspection fee changes and radio tower payment

The Isabella County Board of Commissioners on May 20 approved a series of routine financial and program measures, including ratifying invoice lists totaling $841,309.13, authorizing an American Rescue Plan Act grant amendment for Herrick Recreation Area, adopting new building inspection fees effective June 1, 2025, and approving a $439,746.80 payment toward the county radio tower project.
The actions, taken during a 5:00 p.m. hybrid meeting in the Commission on Aging building in Mt. Pleasant, were largely unanimous and procedural. Commissioners Frank Engler (chair), Tobin Hope, James Moreno, Jerry Jaloszynski, Steve Swaney, Bob Campbell and Steve Weber voted in favor of each motion recorded in the minutes.
Major approvals
- Invoice lists: Commissioner Bob Campbell moved, and Commissioner James Moreno seconded, to ratify the May 2, 2025 invoice list for $470,519.01, the May 9, 2025 invoice list for $370,790.12, and the Adjustments List dated May 1, 2025. The motion carried with all commissioners voting yes.
- FY2026 Community Corrections Plan: Commissioner Tobin Hope moved and Commissioner Steve Weber seconded approval of the Isabella County FY2026 Community Corrections Plan application in the amount of $137,142.59. The motion carried unanimously.
- ARPA parks grant amendment and resolution: Commissioner Steve Weber moved and Commissioner Steve Swaney seconded approval of an American Rescue Plan Act Local Parks and Trails Michigan Spark Grant Agreement amendment with the Michigan Department of Natural Resources for the Herrick Recreation Area Development Project (ARPA0174) and Resolution No. 2025-04; the board approved the amendment and resolution unanimously.
- Building inspections fees: Commissioner Steve Swaney moved and Commissioner Jerry Jaloszynski seconded approval of proposed Building Inspections Fee Adjustments, including new fees to take effect June 1, 2025, pursuant to Public Act 230 of 1972 and the Isabella County State Construction Code Ordinance (Ordinance #06-01). The motion carried with unanimous yeas.
- Senior programs: Commissioner Jerry Jaloszynski moved and Commissioner Steve Swaney seconded approval of State of Michigan Aging and Adult Services Agency multi-year plans and FY26 funding agreements for the Foster Grandparent and Senior Companion Programs for fiscal years 2026–2028 (Oct. 1, 2025–Sept. 30, 2028). The board authorized the chair to sign the agreements.
- Motorola payment for radio tower: Commissioner James Moreno moved and Commissioner Tobin Hope seconded approval of payment to Motorola Milestone 9 for the county radio tower project in the amount of $439,746.80. The motion carried unanimously.
Other business and next steps
County Administrator/Controller Brian Smith asked commissioners to highlight “positive” events happening around the county, citing the Commission on Aging Golden Key Awards as an example. Commissioner James Moreno announced he will be in Lansing the following day to meet with representatives on Head Start and homelessness, accompanied by Eightcap. There were no general public comments recorded. The meeting adjourned at 5:27 p.m.
