Isabella County approves personnel manual update, appoints public defender representative and forwards PA116 farmland applications

The Isabella County Board of Commissioners on June 17 approved several governance and administrative items, including an update to the personnel manual, an advisory-board appointment and forwarding farmland-preservation applications to the state.
Commissioner Bob Campbell moved (seconded by Commissioner James Moreno) to approve revisions to the Isabella County Personnel Manual for Non-Represented Employees, Section E (Job Descriptions, Classification and Market Review). County Administrator/Controller Brian Smith said wording referencing elected officials was removed following legal advice. Commissioners debated whether advisory-board members should have one-year terms and whether employees or elected officials should select the members; Commissioner Steve Swaney urged employee elections while Commissioner Hope supported further consideration. The board passed the manual and agreed to revisit advisory-board selection before Oct. 1, 2025.
In appointments, Commissioner Tobin Hope nominated Thomas Hausmann for the Community Corrections Advisory Board as the Defense Attorney/Local Public Defender representative; Hope moved a unanimous ballot that Commissioner James Moreno seconded, and the appointment carried with all commissioners voting yes.
Under New Business the board voted to cancel the June 24, 2025 Finance/Committee of the Whole meeting and the July 1, 2025 Regular Board meeting. The board also approved four PA116 farmland agreement applications dated May 21, 2025 for Gary & Suzanne Noble and directed the Isabella County Clerk to forward the approved applications to the Michigan Department of Agriculture Farmland and Open Space Program.
Public comments included a legal update from Sheriff Main about potential state action affecting courts and a citizen report that an individual in Mt. Pleasant was taken by ICE; no board action followed those comments. The meeting adjourned at 6:14 p.m.
