Isabella County approves recycling and procurement contracts, and two budget amendments

On June 17, 2025 the Isabella County Board of Commissioners approved several procurement and budget items affecting county services and finances.
The board approved an agreement between the Isabella County Recycling Center and the Saginaw Chippewa Indian Tribe of Michigan for recycling services. Materials Management Director Jake Borton explained the terms during the agenda presentation; the motion carried unanimously (Yeas: Moreno, Hope, Engler, Swaney, Campbell and Weber).
Commissioner Tobin Hope moved (seconded by Commissioner Steve Swaney) to authorize an agreement with Resource Recycling Systems, Inc. (RRS) to assist with Request for Proposals for equipment at a cost not to exceed $24,878.00. The board approved the contract unanimously.
The board also approved Budget Amendment #2025-12 for first- and second-quarter adjustments after Administrator/Controller Brian Smith reviewed the changes. Separately, Budget Amendment #2025-13 was approved to cover grant-funded Juvenile Probation Office costs and to fund 72% of Juvenile Referee wages and fringes for FY25 only; Administrator/Controller Smith provided the explanation. Both amendments carried with unanimous votes.
Why it matters: the RRS contract funds outside assistance to structure procurement for recycling equipment; the budget amendments adjust appropriations for ongoing services and grant-covered positions, including juvenile services.
What's next: Contracts will be executed by authorized signatories and staff will proceed with RFP work; budget changes will be reflected in county accounts as authorized.
