Isabella County commissioners approve FY2026 millages, adopt IT security policy and clear $439,746.80 radio tower payment

The Isabella County Board of Commissioners voted unanimously Aug. 19 to approve several fiscal measures tied to the 2026 budget, adopt a countywide Information Security Policy, and authorize the final payment on a county radio tower contract.
Commissioner Jerry Jaloszynski moved to accept the meeting agenda; Commissioner Tobin Hope seconded and the motion carried. Finance Director Chris Witmer then gave a brief overview of the Fiscal Year 2026 Recommended Budget before the board took individual votes on millage requests and other finance items.
On motions reported by the finance committee, the board approved millages for multiple county services: a one-mill levy for the Isabella County Medical Care Facility (motion moved by Commissioner Hope; seconded by Commissioner Moreno), 0.8620 mill for the Isabella County Transportation Commission (moved by Commissioner Campbell; seconded by Commissioner Moreno), 0.35 mill for Isabella County Parks and Recreation (moved by Commissioner Moreno; seconded by Commissioner Jaloszynski), and a one-mill levy for the Isabella County Commission on Aging (moved by Commissioner Jaloszynski; seconded by Commissioner Hope). Each motion passed with recorded yeas from Commissioners Hope, Moreno, Engler, Campbell, Weber and Jaloszynski and no nays.
The board also approved the county's Information Security Policy, aimed at establishing requirements to protect Isabella County data, systems and IT infrastructure. Commissioner Steve Weber moved the policy and Commissioner James Moreno seconded; the motion passed unanimously.
Separately, the commissioners approved payment of Motorola Milestone 11, described in the minutes as the final Motorola billing for the radio tower project, in the amount of $439,746.80 (motion moved by Commissioner Hope; seconded by Commissioner Jaloszynski). The board recorded unanimous approval. The meeting minutes list this payment as the final billing tied to the county's radio tower project.
Also approved was Budget Amendment #2025-17BOC to increase new equipment for Central Square Solutions; Commissioner Bob Campbell moved the amendment and Commissioner Moreno seconded. The board authorized the chair to sign the amendment.

The board scheduled a public hearing on the Fiscal Year 2026 Proposed Budget for 5:00 p.m. Tuesday, Sept. 2, 2025, to be held as a hybrid meeting at the Isabella County Commission on Aging building at 2200 S. Lincoln Road in Mt. Pleasant.
Finance Director Chris Witmer and representatives from the Isabella County Medical Care Facility, including Administrator Alissa Haynak and Phil Alt, were listed in the minutes as having provided reports during the meeting. The minutes do not record direct quotations from those reports.
