Commissioners report project completions and schedules; staff flag possible state payment delay

Engineer Boileau reported Mackinac Trail overlays and the 12 Mile Bridge removal are complete and contractor payments are being wrapped up. He gave budget variances for recent work: 12 Mile finished about 0.7% over budget (an overage of roughly $1,300); Mackinac Trail 3–6 Mile finished on budget (about -$114); and Mackinac Trail 6–9 Mile finished approximately 7.5% under budget (about -$97,000).
Boileau said a 16 Mile box has been installed and backfilled and that paving is scheduled for Tuesday, Sept. 16, with remaining roadway appurtenances to be finished by Oct. 1. He noted the project may see a cost overage because extra pile length was needed in the center portion of the box. At Chub Creek the deck is poured and cured and paving was expected Monday, Sept. 22, followed by shoulders, guardrail, signage, slope restoration and pavement markings; reopening is hoped for the first full week of October depending on subcontractor scheduling.
Foreman Johnston reported seed, mulch and rip rap are complete on the 14 Mile Road project and that crews will replace pipes and shape gravel next week. Foreman Goodman said crews replaced five pipes in Whitefish Township and announced that Daryl Hopper’s last day was Sept. 11 after 24 years of service.
Clerk McLean, reporting information from Office Manager Livermore, said the office is completing a culvert inventory and is coordinating with MDOT to push out final fiscal‑year bills. She cautioned that if the Legislature fails to pass a budget and a shutdown occurs, MDOT plans could delay September motor‑fuel transfer payments (MDTF); under MDOT’s short‑term plan the August MTF payment would be delivered in October.
Engineer Boileau also summarized discussion at a recent MCRCSIP meeting on statewide emergency response, saying road commissions requested a seat in the state emergency management room to improve coordination with MDOT and the Michigan State Police. He said the meeting discussed insurance options that tie payouts to specific weather conditions rather than damage level.
