Chippewa County Road Commission approves payroll, vouchers, surplus equipment sales and several administrative actions

At its Aug. 14 meeting the commission approved payroll of $187,173.98 and vouchers of $745,343.62, awarded surplus-equipment bids to high bidders, authorized a PA 152 exemption certification, named Clerk McLean as MERS delegate and approved a ROWE design contract for South Pleasant Street.
The Chippewa County Road Commission approved several routine and administrative items at its Aug. 14 meeting, including payroll, vendor payments, surplus-equipment sales and personnel/delegate changes.
The board approved payroll in the amount of $187,173.98 and vouchers totaling $745,343.62 from the County Road Fund, subject to audit. Office Manager Bobbie Livermore said the major expenditures on the vouchers included health-insurance costs, MERS contributions, two truck frame rebuilds at Valley Truck, and contracted engineering and inspection services.
Manager Laitinen reviewed equipment the commission declared surplus and recommended awarding bids to the highest bidders; the board voted to award all surplus bids to the highest bidders.
On statutory compliance, the board authorized Chairman Jeremy Gagnon and Office Manager Livermore to sign the annual certification indicating the commission is "exempt" from the Publicly Funded Health Insurance Contribution Act (2011 PA 152), after Livermore explained the form and the two-thirds vote requirement.
Because of a schedule conflict, the board named Clerk McLean as the authorized officer delegate to attend the annual MERS conference. The board also authorized Engineer Boileau to enter a contracted engineering agreement with ROWE for the South Pleasant Street design, a 2026 engineering expenditure for 2027 construction.
The board recorded these actions as motions that carried and did not provide roll-call vote tallies in the minutes.
