At its Oct. 28 meeting the Miles City Council approved minutes from Oct. 14, appointed Wendy Dickman to the Library Board, gave first reading to Ordinance No. 1400 (2021 Mechanical and Fuel Gas Code), adopted Resolution No. 4650 updating the floodplain information program, and approved signage placement and sizes; most motions passed unanimously.

• Ordinance No. 1400 (first reading): An ordinance amending Miles City Code section 5-61 to adopt the 2021 International Mechanical Code and Fuel Gas Code. Motion: Councilmember Rick Huber; second: Councilmember Ed Pulecio. Voting Yea: Pulecio, Huber, Kassner, Thomason, McKay, Scott, Bartholomew.
• Resolution No. 4650: A revised program for public information pertaining to the Miles City floodplain and floodway (five-year update; changes limited to board names and not FEMA insurance updates). Motion: Councilmember Brant Kassner; second: Councilmember Kevin Thomason. Voting Yea: Pulecio, Huber, Kassner, Thomason, McKay, Scott, Bartholomew.
• Signage proposal and placement: SDI Architects and Design (Kelsey Merritt via Zoom) presented proposed locations and sign sizes for a Welcome and Flood History sign; Merritt said she will seek grants after placement approval. Motion: Councilmember Brant Kassner; second: Councilmember Ed Pulecio. Voting Yea: Pulecio, Huber, Kassner, Thomason, McKay, Scott, Bartholomew.
These actions were recorded in the meeting minutes with the motion makers, seconders and recorded votes. The minutes do not note dissent for these items; the only abstentions recorded during the meeting were on Resolution No. 4651, the prime contract change order for the MCFR building, which is covered in a separate record.
