Miles City council deadlocks on appointment; tables vacancy to Dec. 9
Summary

The City Council opened interviews Nov. 25 to fill a vacant council seat and heard statements from applicants Jeni Losey and Allen Kelm.
Jeni Losey described her nonprofit experience and steady meeting attendance; Allen Kelm highlighted prior city work and service on multiple local boards. Councilmember Rick Huber nominated Kelm; the roll-call vote on that nomination failed 3–3 (Yeas: Thomason, Huber, Pulecio; Nays: Bartholomew, Scott, Kassner). Councilmember Brooke Bartholomew then nominated Losey; that nomination likewise failed on a 3–3 roll-call vote (Yeas: Bartholomew, Scott, Kassner; Nays: Huber, Thomason, Pulecio).
Councilmember Kevin Thomason moved to table the vacancy and nomination to the Dec. 9, 2025 council meeting so Councilmember Don Simpson (absent) could interview and vote; the motion passed unanimously. The council did not appoint a replacement at the Nov. 25 meeting.
