Miles City’s City Council on Oct. 28 approved Resolution No. 4651, a "Prime Contract Change Order #004" with Jackson Contractor Group, Inc., related to construction of the Miles City Fire & Rescue (MCFR) building. The motion, moved by Councilmember Kevin Thomason and seconded by Councilmember Brant Kassner, passed with five votes in favor and two abstentions; Councilmembers Ed Pulecio and Rick Huber recorded abstentions and City Attorney Dan Rice excused himself from the discussion citing a possible conflict of interest.
Amy Lesh, representing Jackson Contractor Group, told the council the change order is a zero-dollar change order and that carried allowances from the original bid will be reallocated to add flooring to the new building. "This is a zero dollar change order which is able to stay at no costs due to the allowances on the orders included in exhibit 'A' and all of these carried over allowances will be allocated to add flooring to the new build," Lesh said.
Interim Fire Chief Eddy Kanduch discussed earlier decisions on flooring and explained that the original plan for polished cement was changed because leveling the slab to meet drainage and slope requirements would exceed budgeted amounts; Kanduch described mechanical problems with Engine 9 and said repair costs may lead to auctioning that vehicle if repairs are not economical.
The council vote was recorded as Yea: Kassner, Thomason, McKay, Scott, Bartholomew; Abstaining: Pulecio, Huber. The minutes record the motion text and the vote tally; the change order was described in the meeting packet as reallocating existing bid allowances rather than increasing the contract price.
Next steps: the council approved the resolution on the council floor; the minutes do not specify additional administrative or funding approvals required beyond the change-order paperwork and exhibits referenced in the contract documents.
