Summary
The Chippewa County Road Commission on May 8 awarded bids for Tower Road realignment and the Mission Hill overlay, accepted campground bids pending Forest Service approval, and authorized a five-year Ferry Road agreement with the U.S. Army Corps of Engineers for Neebish Island.
The Board of Chippewa County Road Commissioners voted May 8 to award several construction contracts and authorized a five-year ferry-road agreement for Neebish Island.
Engineer John Boileau told commissioners that Payne & Dolan was the low bidder for the Tower Road realignment, a project entirely funded by the Tribal Safety Fund; the board voted to award that contract. Boileau also reviewed bids for the Monocle Lake Campground project, which is 100% funded by the U.S. Forest Service; because initial bids exceeded the Forest Service budget, the board voted to accept all bids and allow the Forest Service to decide whether and how to proceed. For Mission Hill, Boileau said the overlay would be funded by a Tribal Safety Grant, with the road commission splitting roughly $103,000 (about 50/50) with the Bay Mills Tribe; the board awarded the overlay contract to Payne & Dolan after Manager Laitinen emphasized that continued erosion could make full replacement difficult given environmental constraints.
Manager James Laitinen explained a separate item added to the agenda concerning a five-year Ferry Road Agreement with the U.S. Army Corps of Engineers for Neebish Island. The board authorized Laitinen to sign the agreement. Commissioner Moser moved and Commissioner Sprague seconded the motions on the projects and the Corps agreement; each motion carried.
Why it matters: the realignments and overlay work affect routes used by island and mainland residents and are largely funded through Tribal Safety Fund grants and federal agency support, limiting direct county capital outlay but creating intergovernmental coordination needs. The Forest Service decision on Monocle Lake will determine whether that campground project proceeds this season.
What’s next: the awarded contractors will proceed under their bid terms once contracts are finalized and any external funding approvals (the Forest Service decision for Monocle Lake, and Tribal grant administration details for Tribal Safety Fund projects) are confirmed. The manager was authorized to execute the Corps agreement for the Neebish Island ferry road.
