Harrison County adopts updated retail food code, approves contracts and funding requests

Harrison County commissioners on June 16 unanimously adopted a local retail food code ordinance aligning county rules with the State's April 16, 2025 update and approved several contracts and funding requests during a 32-minute meeting in Corydon.
County health administrator Jennifer Caffrey told the commissioners the state adopted a new retail food code on April 16, 2025, and the proposed local ordinance revises vendor categories from “critical” and “non‑critical” to “priority,” “foundation” and “core.” She said the county health board decided to retain a letter‑grading system for food vendors to promote community awareness and competition. Commissioner Brad Wiseman moved to adopt Ordinance 2025‑08; Commissioner Annissa Kellum seconded and the motion carried, recorded as 3 ayes and 0 nays.
County engineer Kevin Russel presented contract requests for multiple road and bridge projects. The commissioners approved a contract with DLZ for the construction engineering phase of Bridge #25 on Corydon New Middletown Road, and they approved a contract with USI for the Corydon Ridge Road project pending review by County Attorney Chris Byrd. Russel also reported letters of intent from Lochmueller Group and HMB for the PE and right‑of‑way phase of the New Middletown Elizabeth Road project and LOIs for CE work on Corydon Ramsey Road, Hospital Drive and Pacer Drive flashing red signal work; he said he will meet with the commissioners to score the LOIs.
The board approved several personnel actions in the highway department: a promotion of Mark Toler to assistant superintendent effective July 2, 2025, and the hiring of Donetta Oates to the brush crew; assistant highway superintendent Mel Quick announced her retirement. The commissioners also approved routine claims and payroll and signed prior meeting minutes for May 19 and June 2, 2025.
County administrator Chad Shireman presented multiple appropriation requests to forward to the county council, including $25,119.92 from the county share of the riverboat fund to replace eight sheriff's office laptops, $9,349.31 from the general fund for multifactor authentication on county workstations to meet insurance requirements, and an estimated $25,000 for countywide background checks and random drug testing with Reference Services Inc. Shireman also presented an additional appropriation request of $315,000 from the riverboat fund for fire protection; commissioners voted to forward these requests to the county council.
The board approved three agreements funded from the opioid restricted fund: $4,800 for Giving Recovery A Chance Everyday (GRACE); $23,233.72 for Harrison County Hospital EMS; and $68,000 for the Harrison County Youth Advocacy Center. A prior flagged claim motion had conditionally approved a $68,000 payment to the Youth Advocacy Center contingent on a contract being on file; later in the meeting the agreements were approved and signed.
The meeting closed after the commissioners approved a covered bridge certification for the State Comptroller's office and voted to adjourn at 7:32 p.m.
