CHARLEVOIX COUNTY — The Charlevoix County Materials Management Planning Committee met May 29, 2025, at the Shirley Roloff Center and reviewed draft recycling surveys for residents, local units of government and businesses, directing specific edits intended to improve clarity and response relevance.
The committee, chaired by Jonathan Scheel, focused on the resident survey first, asking that question 15 and question 16 be moved to the top of the questionnaire and that the survey include an item asking respondents whether they are aware of the Charlevoix County Recycling Millage. Members also instructed staff to add a question asking whether respondents would pay for specialized recycling services — with examples cited such as mattresses and furniture — and to include an open-ended question asking residents what they struggle with recycling.
On the Local Units of Government (LUG) survey, members asked that it be made clear that all local-unit officials may respond and requested rewording of question 12. The committee suggested adding the phrase 'If materials managed in the community are poor or terrible' to question 6 and asked that costs associated with programs and services be called out in relation to question 13.
For the business survey, the committee directed staff to expand question 5 to ask whether businesses separate recyclables, use single-stream collection, or send materials to an end market.
Procedurally, the committee unanimously approved the May 29 agenda after a motion by Josh Chamberlain and support from Annemarie Conway. Members also approved the April 24, 2025 meeting minutes as amended — corrections included the spelling of Julia Drost and Robin Hissong-Berry and a typographical word correction — on a motion by Victor VanDeventer supported by Kirk Miller.
There were no public comments and no committee-member comments recorded. Chair Jonathan Scheel adjourned the meeting at 11:00 a.m.
