Harrison County commissioners approve claims, forward bridge and road funding requests

Harrison County commissioners met May 19, 2025, in Corydon and approved a series of claims, contracts and appropriation requests that the county will send to the county council for final action.
The meeting, called to order by County Commissioner Nelson Stepro at 7:00 p.m., opened with the routine approval of regular claims and payroll. Commissioner Annissa Kellum moved to approve the regular claims; Commissioner Brad Wiseman seconded and the motions carried, each recorded as 3 ayes, 0 nays.
The board approved two flagged vendor payments to be released “once funding is in place”: $31,972.16 to GovConnections (vendor #20461) and $32,035.62 to Flock Safety (vendor #8249). Those motions were recorded as passing 3–0.
County Engineer Kevin Russel presented several transportation items the board agreed to forward to the county council. Commissioners approved forwarding a $350,000 appropriation request from the cumulative bridge fund to cover the CE (consultant/engineering) phase for the Bridge #25 project and approved forwarding a separate request of $188,500 from the motor vehicle highway fund for the Corydon Ridge Road project; both requests will proceed to the county council for final appropriation. Russel also asked the board to allow him to sign INDOT LPA contracts for construction phases on Old Highway 111 overlay and Bridge #6671; the commissioners approved that authorization.
Russel announced a $7,385,600 award for the New Middletown Road project and said the county will run an RFP for professional engineering despite the project being locally funded. He also requested forwarding $260,000 from the cumulative bridge fund for a polymer bridge deck overlay; the motion to forward that request was approved 3–0. The commissioners set a drainage board meeting for June 2, 2025, at 6:45 p.m. to address drainage issues on Elk Hollow Road.
County Auditor Chad Shireman presented school resource officer memorandums of understanding for North and South Harrison Community School Corporations; the commissioners approved the SRO MOUs and authorized President Stepro to sign them. Shireman also presented interlocal agreements for township riverboat fund disbursements totaling $110,000; the board approved those agreements. The commissioners additionally voted to forward additional appropriation requests of $8,221.72 for infrastructure and $211,415.64 for revenue sharing to the county council.
Commissioner Stepro introduced Ordinance 2025-05, an amendment to the recently adopted animal control ordinance; the commission said it plans to formally adopt the amended ordinance at its next regular meeting on June 2, 2025. The meeting adjourned at 7:44 p.m.
What happens next: the appropriation requests and contracts the commissioners forwarded will be considered by the Harrison County Council; the animal control ordinance amendment is scheduled for formal adoption at the commissioners' June 2 meeting.
