Barry County commissioners approve multiple administrative motions, authorize Purdue settlement signature

The Barry County Board of Commissioners’ Committee of the Whole on Aug. 19 recommended approval of multiple administrative measures and authorized a county signature on a Purdue opioid settlement.
The meeting, called to order at 9:02 a.m. by Chair David Jackson, began with routine roll call and the approval of the July 15 Committee of the Whole minutes; Commissioner Bob Teunessen moved that approval, and Commissioner David Hatfield seconded. The vote carried with six ayes and two absences recorded.
The board voted to schedule two public hearings for Aug. 26, 2025, at 9:00 a.m.: one to consider the Community Development Block Grant (CDBG) Emergency Homeowner Program Income and Guidelines and another to close out the CDBG Emergency Program Income for 2023–2024. The board recommended that, following those hearings, the full Board of Commissioners approve the Emergency Homeowner Program and the closeout as appropriate.
The committee recommended approval of the 2025–2026 Child Care Fund Plan and Budget and authorized the chair to sign, following a presentation from Dave Pelon, Deputy Trial Court Administrator. Commissioner Mike Callton moved the recommendation and Commissioner David Hatfield seconded; the motion carried.
Deputy County Administrator Luella Dennison presented Budget Amendment 25-B. Commissioner Bob Teunessen moved and Commissioner Jon Smelker seconded a recommendation to approve the amendment; the motion carried.
On a separate item, County Administrator Eric Zuzga presented the Purdue Direct Settlement matter. The committee voted to authorize the County Administrator to sign the Purdue Direct Settlement on behalf of Barry County; the motion carried. The transcript and minutes do not specify settlement amounts or other terms.
The sheriff requested authorization to sell a 1990 Georgie Boy Impulse motorhome (VIN 1GBKP37W2K3324024) used by the Sheriff's Posse via sealed bid to the highest bidder; the committee recommended approval of that sale to the Board of Commissioners.
Chair Jackson also raised a scheduling change for the fourth quarter of 2025 proposing meetings on the second and fourth Tuesdays on a trial basis; the committee approved the trial schedule, which will be reviewed at the organizational meeting on Jan. 2, 2026.
All votes reported in the meeting minutes were recorded as “motion carried.” Where roll-call ayes were listed, they included Commissioners Mike Callton, Catherine Getty, David Hatfield, David Jackson, Jon Smelker and Bob Teunessen, with Marsha Bassett and Bruce Campbell noted as absent for the meeting or particular votes as recorded.
