LEPC discusses staffing plan, FEMA grant timing and sets 2025 meeting calendar

At its Feb. 20, 2025 meeting, the Alpena County Local Emergency Planning Committee heard a quarterly update from Director Kim Elkie covering planned trainings, recent grant funding and a proposed staffing restructuring.
Elkie said the LEPC had confirmation from Lake State Railroad that a joint training with agency partners will be scheduled; the date is to be determined. He also reported that Emergency Management Performance Grant (EMPG) funds from FEMA have been received after a slight delay, and that the county does not expect additional funds until December 2025.
Elkie told the committee the county plans to separate the 911 Director and Emergency Management positions and to hire a full-time emergency manager who would also contract to manage Emergency Management duties for Montmorency County. Chief Eric Hamp expressed concern about one manager covering two counties and asked that the Deputy Director position be staffed again. Director Elkie said he will forward Hamp's concerns to the County Administrator.
The committee agreed to change its regular meeting start time from 1:00 p.m. to 1:30 p.m. and scheduled three remaining 2025 meetings for April 17, July 17 and Sept. 18 in the Howard Male Conference Room. The meeting adjourned at 1:25 p.m.
