The Alpena County Local Emergency Planning Committee approved its 2025 offsite response plans for Besser and Frontier during a brief meeting Feb. 20, 2025.
Director of Emergency Management and E911 Services Kim Elkie presented the Besser and Frontier offsite response plans, saying the onsite materials and quantities are unchanged from last year. Rory Sherwood moved to approve the Besser plan, with Nick Harrison supporting; Edna Sorensen moved to approve the Frontier plan, with Lee Fitzpatrick supporting. Both motions carried and the committee recommended approval of the plans as presented.
The approvals were entered as formal action items: Action Item #1 recommends approval of the 2025 Besser Offsite Response Plan and Action Item #2 recommends approval of the 2025 Frontier Offsite Response Plan. No amendments or conditions were recorded in the minutes.
The meeting record lists additional individuals present during the plan presentations, including Major Prezza Morrison, Steve Barber, Bob Sutton and Jennifer Mathis. Chair Lucille Bray called the meeting to order and the committee recited the Pledge of Allegiance before routine business.
The committee set its next steps as recordation of the approvals and incorporation of the plans into the LEPC files; no further votes on these plans were scheduled at the meeting.
