Board approves community corrections grant, RS&H airport contract and several consent items

The Alpena County Board of Commissioners on Nov. 25 approved a series of grants, contracts and committee recommendations included on the consent calendar.
The board approved Resolution #25-23 to apply for the FY26 Community Corrections grant; the minutes state the grant amount secured is $221,000 and the award was delayed earlier this year by a federal government shutdown. Program Manager Jessica VanWulfen presented the resolution and the board voted to approve it.
Airport Manager Mick Higgins presented a one-year renewal contract for Passenger Facility Charge (PFC) Program Management Support Services with RS&H for the period 12/31/25 through 12/31/26; the contract is budgeted and reimbursed through the Michigan Department of Transportation. The board approved the contract by roll call vote.
MSU Extension District 14 Director Adam Koivisto reviewed annual outreach metrics, reporting 249 programs accessed by county residents, an approximate social media reach of 21,000 and thousands of direct and indirect participants. MSU Extension’s 4-H Program Coordinator Michelle Eagling said 4-H awarded more than $10,000 in local scholarships and completed an educational garden project with Lincoln School.
Other consent-calendar approvals recorded in the minutes included subordination of an existing Home Improvement loan #005-03-HI, approval to place the “Eagle has Landed” sculpture on the courthouse lawn (pending location checks), approval to allow Food Bank of Eastern Michigan organizer Courtney Holmes regular fairgrounds use for monthly food bank operations, and a one-year lease extension for Alpena Rink Management to allow more time to plan for Northern Lights Arena operations.
Why it matters: grant funding and contracted services support corrections programming, airport operations and community services such as 4-H and food distribution.
The board approved these items by roll call and carried the consent calendar motion.
