Alpena County approves $2.38 million contract for airport t‑hangars; $500,000 temporary transfer authorized

Alpena County commissioners voted Oct. 30 to award a $2,384,481 construction contract for two ten‑unit t‑hangars at the Alpena County Regional Airport and to authorize a temporary internal transfer of $500,000 to cover grant reimbursable project costs.
County Administrator Jesse Osmer presented the contract with Meridian Contracting Services, LLC and told the board the procurement followed the county’s sealed‑bid protocol. Commissioner Todd Britton abstained from the t‑hangar contract vote; the remaining commissioners approved the contract by roll call.
To cover timing differences between project costs and grant reimbursements, the board and County Treasurer Cindy Cebula approved a poll action to transfer $500,000 from the 482 Airport Runway project to the 516 Delinquent Tax Revolving Fund as a Due To/Due From, and to authorize the treasurer to create a 483 T‑Hangar budget for 2025. Osmer said the $60,000 approximate county exposure should be covered by a backdated reimbursement to the airport; the $500,000 will be returned to the Delinquent Tax Revolving Fund when grant reimbursements are completed.
Osmer and staff said construction is scheduled for spring and that the airport met 10,000 enplanements this year, a metric used in planning airport improvements.
The t‑hangar contract and the temporary transfer together set financing and construction steps in motion for the airport project; county officials said they will proceed once grant reimbursements are received and final project timelines are confirmed.
