Alpena County awards $57,000 in opioid‑settlement grants to two local recovery providers

The Alpena County Board of Commissioners voted June 24 to award $20,000 to Sunrise Centre and $37,000 to Freedom Recovery Center from opioid‑settlement funds and to increase county line items to cover those awards.
County Administrator Jesse Osmer presented the recommendations from the Opioid Remediation Fund Steering Committee and told the board the awards meet the settlement reporting criteria. “The Steering Committee recommends these expenditures,” Osmer said as the committee’s review was summarized for the board. Commissioners then adopted Resolution #25‑10 (Sunrise Centre) and Resolution #25‑11 (Freedom Recovery Center) by roll call. Both motions carried unanimously among the seven present commissioners; Commissioner John Kozlowski was excused.
Commissioner Todd Britton moved to adopt each resolution; Commissioner Dan Ludlow supported both motions. The board also approved budget adjustments to increase opioid‑settlement fund line items: 284‑200‑969.002 (Sunrise Centre) by $20,000 and 284‑200‑969.003 (Freedom Recovery Center) by $37,000. Administrator Osmer said no funds will be distributed until fully executed agreements are returned to the county.
Why it matters: Alpena County is allocating a portion of nationwide opioid‑litigation settlement proceeds to local providers that deliver prevention, harm‑reduction, treatment and recovery services. The steering committee’s recommendations and the administrator’s review were the basis for the board’s decisions; board members did not record dissent during the motions.
Background: The resolutions state Alpena County participated in national litigation against manufacturers, distributors and pharmacies and that settlement funds must be used consistent with the settlement agreements’ requirements. The board directed staff to proceed with agreements for services related to prevention, harm reduction, treatment and recovery.
