Summary
The board approved accepting a $5,000 Community Foundation urgent needs grant and authorized contingency transfers to support county-run debris collection after an ice storm; the board declined to charge a $500 facility surcharge for Clean Up Day.
Following April’s ice storm, the Alpena County Board of Commissioners on April 22 approved emergency measures to support debris cleanup and volunteers.
Chair Kozlowski presented a poll vote recommendation to transfer up to $9,000 from the contingency fund to cover debris collection: up to $6,900 for equipment and supplies (line 101-426-727-003) and up to $3,100 for overtime (line 101-265-708.000). County Administrator Jesse Osmer said the transfer and delegated spending authority would allow county staff and the emergency manager to complete the collection process.
The board also accepted a $5,000 Urgent Needs Grant from the Community Foundation for Northeast Michigan to reimburse equipment rental, reimburse prior costs and provide gas cards to volunteers; Commissioner Brenda Fournier moved to accept the grant and Commissioner Lucille Bray supported the motion. The board voted unanimously among those present to accept the grant and create a line item for the funds.
County staff said the debris collection site will operate Thursday through Monday initially, with 20–30 vehicles visiting per day and coordination with the Charter Township of Alpena. The board also declined a proposed $500 surcharge for use of the Northern Lights Arena for Clean Up Day.
A volunteer appreciation event was announced for April 30 to recognize those who helped with cleanup.
