Alpena County agrees to advance $4,000 for regional materials-management planning as state shifts to reimbursement grants

The Alpena County Board of Commissioners voted Feb. 25 to advance $4,000 toward a multi-county materials management planning effort after being told the State of Michigan will fund planning through reimbursement grants rather than direct up-front payments.
Commissioner Bill Peterson, who represents the ILA Committee, told the board the committee recommended each county initially pay $4,000, submit bills, and monitor how long state reimbursement takes. Alpena County is designated as the planning agency and will submit invoices on behalf of the group, Peterson said.
The motion to allocate $4,000 passed on a roll call with Commissioners LaHaie, Ludlow, Bray, Peterson, Foumier, Konarzewski and Kozlowski voting yes; Commissioner Todd Britton was excused. The board instructed staff to begin paying bills and to track reimbursement timing from the state.
During discussion, resident Greg Sundin raised a separate concern about recycling-bin placement at the Northern Lights Arena, saying a local article had reported Besser Company deeded the property for soccer use and that removing the bins might violate that deeded use. The board did not take immediate action on the deed question and said facilities staff would work with the City of Alpena and the recycling committee to find an appropriate location for the bins.
The board’s decision to advance funds is intended to allow the planning process to move forward while the counties test the state’s reimbursement timeline. The board did not set a timeline for a full payment schedule pending receipt of reimbursement from the state.
