Alpena County Board appoints Dan Ludlow to fill District 2 vacancy

Chairman John Kozlowski reported that only one application had been received for the vacancy before the board moved to appoint. Commissioner Bill LaHaie moved to appoint Dan Ludlow to the District 2 seat; Commissioner Brenda Foumier supported the motion. A roll-call vote recorded AYES from Commissioners LaHaie, Bray, Peterson, Foumier, Britton, Konarzewski and Kozlowski; there were no nays and the motion carried.
County Administrator Jesse Osmer told commissioners that Clerk Bertrand had received a letter from Griffin James — the election winner for District 2 — stating that James had moved out of the district and taken on other commitments and was therefore no longer eligible. Osmer said, citing legal counsel, that the vacancy occurred effective Jan. 1, 2025, and must be filled within 30 days. The board had posted the vacancy Dec. 17–30, 2024.
Clerk Bertrand administered the oath to Dan Ludlow during the meeting.
The board took the appointment after the vacancy-posting period and the legal guidance provided by county counsel. There were no recorded objections in the minutes.
The appointment completes the board’s membership for Districts 1–8; any additional personnel or procedural follow-ups were not specified in the meeting minutes.
