Public commenters urge Dubois County to withdraw from Mid-States Corridor RDA, citing transparency and governance concerns

Several Dubois County residents used the public-comment portion of the Dec. 15 county council meeting to press officials to withdraw from the Mid-States Corridor Regional Development Authority and to raise questions about the RDA’s governance and transparency.
Mark Nowotarski read a Dec. 12, 2025 letter signed by 68 people asking the county to withdraw from the RDA. The letter, he said, expressed concerns about governance, fiscal responsibility and the authority’s lack of a defined project; the letter stated, "The RDA’s purpose has been completed." Bob Pfister urged the council to revoke the RDA's charter.
Roger Pund asked the council who serves on the advisory committee and referenced the Indiana Code’s requirements for such committees. Teresa Kendall told the council that the RDA and the Indiana Economic Development Corporation are similar in structure and both are private entities funded by taxpayer dollars without complete transparency, a point she said Councilmember Alex P. Hohl had raised during the meeting.
No formal action or response to the requests was recorded during the meeting. The council set a Dec. 29, 2025 special meeting to consider other business; the transcript shows no vote or direction on withdrawal from the RDA at the Dec. 15 session.
