Dubois County Council advertises appropriations for 911 service and sewer-district legal work, approves multiple budget items and 2026 appointments

The Dubois County Council met on Dec. 15, 2025, and approved a series of budget actions, transfers and appointments while agreeing to advertise two additional appropriations to be considered at upcoming meetings.
President Michael W. Kluesner called the meeting to order at 4:30 p.m. Auditor Sandra L. Morton requested several appropriations and a transfer. The council unanimously approved a $2,000 General Fund appropriation for a donation to the EMS Ambulance Service and a $250,000 LIT-ED appropriation for personal services (health insurance), and an $850 LIT-ED appropriation for WTH maintenance support. The council also approved a $158.84 transfer within the Community Corrections Adult Grant moving funds from Travel & Training to Personal Services (Benefits $144.76) and Health Insurance ($14.08).
The council reached consensus to advertise an additional appropriation from the LIT-CR tax of $7,019 for an annual UPS service contract with CM Buck & Associates to maintain critical UPS equipment at the 911 Communication and Security centers; the appropriation is scheduled for formal consideration at the council's Jan. 2026 meeting. Councilmember Deena J. Lewis presented a legal services agreement with Krieg DeVault LLP to assist with organizing a Regional Sewer District, noting the county’s interim obligation of $45,000 (an interim cap for three months, Jan.–Mar. 2026). The council agreed to advertise a $45,000 additional appropriation from the LIT-ED fund for approval at the Dec. 29, 2025 meeting.
On procedural business, the council approved the Nov. 24, 2025 minutes on a motion by Ryan Craig and seconded by Deena J. Lewis. The council also unanimously approved the 2026 appointments as moved by Ryan Craig and seconded by Meredith I. Voegerl; appointees include Doug Uebelhor to the 9-1-1 Advisory Board and Michael W. Kluesner to the Area Development Corporation (Dubois Strong), among others (terms read into the record).
The meeting included administrative updates from staff: Ryan Craig noted the Airport Authority will meet Dec. 17; Meredith Voegerl reported on the Comprehensive Plan timeline and upcoming public meetings; Auditor Morton provided updates on a financial software conversion and a county wage study.
