FireKeepers board approves 2021 budget, authorizes checks and Tier allocations

The FireKeepers Local Revenue Sharing Board approved its 2021 budget and a series of disbursements and allocation formulas at a virtual meeting May 14.
Chairman Joe Caron called the meeting to order at 10:04 a.m. and the six-member board moved through routine business before voting on funding decisions.
Kelli Scott, Calhoun County administrator/controller, asked members to note that disbursing checks is a two-step process for internal control and presented the payment items the board was asked to approve. The board voted to disburse $30,000 to Calhoun County for the County Administrative Services Agreement (Tier 1); $146,871.24 to Emmett Township covering Tier 2 reimbursements and a multi-year fire truck reimbursement; $30,000 to Athens Township for a multi-year fire apparatus reimbursement; and $3,360 to the Calhoun County Sheriff’s Office for Tier 2 reimbursement. Member Jamie Stuck moved to approve the checks; Member Rebecca Fleury seconded the motion, and a roll call vote was recorded as Yes – 6.
Scott then reviewed the proposed 2021 budget, explaining the revenue percentage breakdown by Tier and noting the board’s 2020 net win was down 16% because of the pandemic. She added the beginning fund balance heading into 2021 was just below $30,000 after a previous distribution of $5,000 to each local government as a Tier 4 discretionary grant. Member Greg Moore moved to adopt the 2021 budget; Member Derek King seconded and the motion passed on a 6–0 roll call vote.
The board approved the Tier 3 taxable-value proportions used to compute the payment‑in‑lieu‑of‑taxes (PILT) allocations for 2021. Scott said the proportions mirrored prior years: 97% allocated to the casino property and 3% to tribal property in Athens Township. Member Jamie Stuck moved to approve the 2021 Tier 3 proportions; Member Derek King seconded and the motion passed unanimously.
Scott said Tier 3 allocations were calculated using verified 2020 millage rates from the County Equalization Department; Member Jamie Stuck moved to approve the 2021 Tier 3 allocations, Member Greg Moore seconded, and the measure passed on a 6–0 roll call vote.
On Tier 4, Scott described the formula the board uses to spread 20% (less 5% unassigned) of the remaining balance after prior Tiers; she cited a total available sum of $884,488.58 for 2021. Member Rebecca Fleury moved to approve the Tier 4 formula and allocations, Member Deb Belles seconded, and the motion carried 6–0.
Member Jamie Stuck thanked Scott and Executive Assistant Susan Connolly for administrative assistance. Scott said she would prepare checks for signatures by two members and arrange for their mailing after the June meeting when the board would be asked to approve disbursement.
The meeting adjourned at 10:29 a.m.; the next meeting is scheduled for Friday, June 4, 2021, at 10:00 a.m. via Zoom.
