On April 30, 2021 the FireKeepers Local Revenue Sharing Board approved Tier II reimbursements for Emmett Township and the Calhoun County Sheriff’s Office; the board also waived an administrative timing requirement to allow the sheriff’s office to recover costs from 2018–2021.
On April 30, 2021 the FireKeepers Local Revenue Sharing Board approved Tier II reimbursements for Emmett Township and the Calhoun County Sheriff’s Office during a virtual meeting called to order by Chairman Joe Caron.
Kelli Scott, Calhoun County administrator/controller, told the board a packet summary of Tier II requests was provided. She said Emmett Township did not need to submit an application because of an ongoing multi-year agreement and that its reimbursement request for 2020 was similar to prior years. On a motion by Member Jamie Stuck, seconded by Member Greg Moore, the board approved Emmett Township’s 2020 Tier II reimbursement by a roll-call vote of 6–0.
The board also considered a reimbursement application from the Calhoun County Sheriff’s Office. Scott said the sheriff’s request related to costs outside the scope of an agreement with tribal government and included outstanding balances from 2018 through 2021 tied to inmates lodged at the county jail. Scott told the board that "the FLRSB could vote to waive that requirement on a non-precedent setting decision and thus approve all of the costs submitted by the County Sheriff," referring to the FLRSB application requirement that reimbursable costs be incurred within the prior year.
Member Greg Moore asked whether the board could recover costs from prior years. Rick Redman, of the Calhoun County Sheriff’s Office, said the costs "were mainly related to drunk driving or disorderly conduct within or near the casino and in relation to state government court codes." Member Derek King moved, and Member Jamie Stuck seconded, approval of the sheriff’s 2020 Tier II reimbursement request as submitted; the board approved the motion by roll call, 6–0, with the caveat that future years would be expected to follow the application rule limiting reimbursements to the immediately prior year.
The meeting included routine procedural items—a motion to approve the agenda and a consent agenda that included the March 5, 2021 minutes—each adopted by voice vote earlier in the session. The board adjourned at 8:47 a.m.; its next meeting was scheduled for May 14, 2021, at 10:00 a.m. via Zoom.
