Fulton County commissioners keep employeesmonthly health share steady, approve holiday park lease and safety grant

FULTON COUNTY, Pa. — The Fulton County Board of Commissioners on Nov. 4 unanimously approved a package of administrative measures including a decision to hold employees' monthly health-insurance contribution at the current dollar amount for 2026, approval of a park lease for the county Christmas tree lighting and authorization of a safety grant application that will fund parking-lot repairs and contribute toward a 4WD truck for the sheriff.
Commissioner Randy H. Bunch called the meeting to order and the board first approved routine items, including minutes from the Oct. 28 meeting and payables dated Nov. 5, 2025 totaling $125,199.21 across county funds. The board held a brief executive session at 8:34 a.m. to discuss personnel matters in the Prothonotary's Office and returned to open session at 9:03 a.m.
The most consequential fiscal decision during the meeting concerned health insurance for county employees. HR Administrator Mary Huston presented a spreadsheet showing that, because overall premiums rose, maintaining employees' current monthly contribution in dollars would reduce their percentage share of the premium from 10% to roughly 8% in 2026. Commissioner Randy H. Bunch moved that there be no increase to employees' monthly outlay for health insurance in 2026; the motion passed with all commissioners recorded as "in favor." The board also authorized Huston to execute the PCHIP/Highmark renewal documents on the county's behalf.
County financial staff — including CFO Mike Lamb of Wessel and Co. and Fiscal Administrator Sue Reed — conducted a second review of the 2026 budget and scheduled a meeting with department heads on Nov. 18, 2025 to seek verbal approval to advertise the budget to the public.
A lease to permit MainStreet McConnellsburg to host the Fulton County Christmas Tree Lighting on Dec. 6, 2025, at McConnell Park was approved by motion of Commissioner Hervey P. Hann. The board also approved a CCAP 2025 Sallade Safety Improvement Program grant application, moved by Commissioner Steven L. Wible, requesting $26,552 to cover $25,439.42 in parking-lot repairs at a newly purchased building on Lincoln Way West in McConnellsburg and to allocate $1,112.58 toward a 4WD truck for the Sheriff's Department; the motion was recorded as approved unanimously.
Chief Clerk Stacey M. Shives updated the board on the PIMCC (Prison Inmate Medical Cost Containment) program agreement through CCAP and said the county has not needed the repricing service to date; she reported the updated associate-member fee is a one-time $19, and the board approved the updated agreement.
The commissioners approved administrative banking actions related to the Treasurer's Office: a letter to Community State Bank concerning the office's transition following the early retirement of Bonnie Mellott Keefer, and a resolution from F&M Trust Bank to update authorized signers on the treasurer's accounts.
The meeting record shows the board also convened an additional executive session at 10:45 a.m. for Human Services personnel matters and returned to open session at 11:00 a.m. The meeting adjourned at 12:01 p.m.
