Fulton County commissioners approve $160,000 opioid-settlement plan, personnel moves and routine consent items

Fulton County commissioners on Dec. 16 approved a set of routine and personnel actions, including a $160,000 plan to expand Certified Recovery Specialist services, approval of payables totaling $281,921.91, and several appointments and reappointments.
Commissioner Randy H. Bunch called the meeting to order. The board approved the Dec. 9, 2025, meeting minutes and a separate set of Retirement Board minutes. Commissioner Hervey P. Hann moved to approve payables dated Dec. 16, 2025, totaling $281,921.91; the motion carried by voice vote. The meeting record lists a fund breakdown: Fund 100 General Fund $214,588.09; Fund 227 SFC Technology Grant $330.26; Fund 231 SFC Evidence Based Practice $142.50; Fund 238 911 $20,705.31; Fund 256 Domestic Relations $50.54; Fund 276 Opioid Settlement Funds $46,105.21.
The board met with Tina Gress, Domestic Relations Director, on department matters. Commissioner Hervey P. Hann moved to dismiss a Domestic Relations employee effective Monday, Dec. 8, 2025; the motion was approved. Commissioner Hann also moved to advertise for an "Enforcement Officer 1" for the Domestic Relations Department and to run the advertisement both internally and externally; that motion was approved.
Executive Development Director Julie Dovey presented a proposal for Opioid Settlement Funds. Commissioner Hann moved to approve Dovey's plan to use $160,000 of Opioid Settlement Funds to expand Certified Recovery Specialist (CRS) services by adding another CRS to the Fulton County Family Partnership Team; the board approved the plan by voice vote.
Other consent- and administrative-type actions approved during the meeting included: retroactive approval of a Momentive Software, Inc. renewal for the Fiscal Department at an annual price of $1,660.48 (motion by Commissioner Steven L. Wible); approval of an inmate physician services request for an inmate at the Bedford County Correctional Facility submitted by the Sheriff's Department (motion by Commissioner Bunch); appointment of Thomas Peppernick to the Fulton County Industrial Development Authority Board of Directors for a four-year term expiring Dec. 31, 2027 (motion by Commissioner Bunch); and reappointment of Margie McGuire (Contractor), Paula Shives (Member-at-Large), Thomas Morton (Elected Official) and Daniel Schriever (Member-at-Large) to the Fulton County Agricultural Land Preservation Board for two-year terms ending Dec. 31, 2027 (motion by Commissioner Hann). Commissioner Bunch moved to approve the 2026 Commissioners' meeting dates for public advertisement in the Fulton County Newspaper; that motion passed.
The board held two brief executive sessions for personnel matters (at 9:36โ9:38 a.m. and 10:52โ11:30 a.m.). A DCED Financial Monitoring Interview scheduled for 11:30 a.m. was cancelled at DCED's request and DCED instead asked to meet with SEDA COG and the Chief Clerk for the review. The meeting was adjourned at 11:45 a.m.
