Fulton County commissioners adopt bylaws, approve $229,387 in payables, reappoint officials for 2026

Fulton County commissioners met for a reorganizational session on Jan. 6, 2026, adopting their 2026 bylaws and approving a slate of fiscal and personnel items that set the county's governance and committee assignments for the year.
Commissioner Randy H. Bunch called the meeting to order. After an opening prayer and the Pledge of Allegiance, the board approved minutes from the Dec. 30, 2025 commissioners' meeting and the Dec. 30, 2025 Salary Board meeting on motions by Commissioner Steven L. Wible. The approvals were recorded as unanimous: “all in favor.”
The board approved accounts payable dated Jan. 6, 2026, totaling $229,387.17. The transcript lists the fund-level breakdown as follows: General Fund $53,157.03; Liquid Fuels $13.41; Independent Living $12,558.01; SFC Evidence Based Practice $12,650.30; Law Library $2,637.72; 911 $11,326.59; Act 13 Marcellus Shale Recreational $7,000.00; Capital Projects $75,662.44; Debt Service $28,783.34; Krivak Trust Fund $25,598.33. Commissioner Hervey P. Hann moved the accounts-payable approval; the motion passed unanimously. The board also approved payroll in the amount of $122,828.46 on a motion by Commissioner Hann.
Commissioner Bunch moved to adopt the board’s 2026 bylaws for regulation of the board’s business, citing authority under the County Code and the Act of Aug. 9, 1955 (16 Purdon, Sec. 503 and 509, as amended). That motion was recorded as approved 'all in favor.'
The board approved a series of reappointments and assignments for 2026. On a motion by Commissioner Wible, the board reappointed Eric Weisbrod (term to Jan. 1, 2029), Paul Johnston (term to Jan. 6, 2030) and Greg Henry (term to Jan. 5, 2031) to the Bedford Fulton Joint Recreation Authority. Commissioner Hann moved to reappoint county officers and contractors, including Solicitor Jim Stein & DSS Law; Chief Clerk Stacey M. Shives; Tax Claim Bureau Director Amy Bishop; Chief Assessor Melissa Gordon; Sealer of Weights & Measures (Pennsylvania Department of Agriculture); Director of Veterans’ Affairs Richard Newman; and county engineers Keller Engineers and CES Engineering. Commissioner Wible moved to reappoint Amy Bishop as interim county treasurer for 2026; that motion also passed unanimously.
The board designated committee and board assignments for the year, assigning commissioners to bodies that include the Permanent Salary Board; County Treasurer Retirement Board; Assessment Appeals Board; Board of Tax Revision and Assessment (Chair: Commissioner Bunch); County Records Improvement Committee; Fulton County Family Partnership advisory roles (Commissioner Hann as partner, Commissioner Bunch as alternate); multiple regional planning and service boards (Southern Alleghenies Planning & Development Commission, Huntingdon-Bedford-Fulton Area Agency on Aging, South Central Counties Solid Waste Agency) and several grant and steering committees. The board approved an RBA invoice for $7,957.31 on a motion by Commissioner Hann and appointed Michael Beatty as chairman of the Farmland Agricultural Land Preservation Board for 2026 on a motion by Commissioner Bunch. Commissioners then held separate Annual Reorganizational Meetings for the Salary and Retirement Boards at 9:00 a.m.; separate minutes were noted as on file. Commissioner Hann moved to adjourn the meeting at 10:37 a.m.; that motion carried 'all in favor.'
