Fulton County commissioners approve Drug & Alcohol single-county authority agreement, hire enforcement officer and adopt 2026 pay scale

The Fulton County Board of Commissioners met Jan. 13 in McConnellsburg and approved a slate of administrative and personnel actions, including a regional Drug and Alcohol grant agreement, a hiring decision and updates to pay and benefits.
The board voted unanimously to approve the 2025–2030 Franklin/Fulton Grant Agreement #4100101172 that designates Franklin County to act as the single-county authority for the Drug and Alcohol Program. Executive Development Director Julie Dovey presented the agreement; Commissioner Randy H. Bunch moved for approval and the motion carried with all commissioners in favor.
Interim County Treasurer Amy Bishop presented account reports for the month ending Dec. 31, 2025, and the board approved the 2026 Certification of County Funds. The commissioners also approved accounts payable dated Jan. 13, 2026 totaling $135,622.38 across funds, including $66,644.09 from the General Fund and $64,720.44 from Capital Projects. Commissioner Hervey P. Hann moved approval of the payables and the motion carried unanimously.
Domestic Relations Director Tina Gress requested permission to fill a vacant Enforcement Officer 1 position. The board approved hiring Angie Horton for the union position, effective Jan. 26, 2026; a brief Salary Board set the salary per the collective bargaining agreement.
The board adopted the 2026 pay scale as presented by HR Administrator Mary Huston and approved a revision to the county HR manual (Section 212) to establish an employee health-insurance opt-out payment. The policy sets a pro-rated annual payment not to exceed $1,020 ($85/month), excludes the waiting period from payment calculations, and provides that the payment will be made with the final payroll in December or upon resignation if the employee leaves in good standing.
Other administrative approvals included payment of the CCAP PCoRP second installment invoice ($45,442.00); renewal of ASPIRE two-factor authentication as submitted by Rick Grissinger of Elect IT; a revision to the LERTA application inspection text to read “Inspection by Zoning Officer or Fulton County Planning”; and a SAP&DC invoice for local transportation support ($8,598.00). The board also approved an Application for Burial Expenses for veteran Floyd G. McGinnis, with payment to be made to surviving spouse Janet McGinnis.
The board accepted Ronald Richards as the real estate agent for the county property at 119 N. 2nd Street, McConnellsburg, PA, at a commission of 3% of the sale price. The meeting included multiple executive sessions for personnel and legal matters (including an Emergency Executive Session Jan. 9 regarding the Prothonotary's Office) and adjourned at 11:33 a.m.
