FULTON COUNTY — The Fulton County Board of Commissioners on Feb. 3 approved routine financial actions, authorized two sizable transportation allocations and contracted outside counsel to review the county Prothonotary’s Office.
Commissioner Randy H. Bunch, chairman, opened the meeting and invited public comment; resident Carolyn Kerlin asked for updates on ongoing litigation matters. The board then approved the Jan. 27, 2026 commissioners’ minutes and the Jan. 27 salary board minutes on motions by Commissioner Steven L. Wible. Commissioner Hervey P. Hann moved to approve payroll dated Feb. 6, 2026, in the amount of $129,990.81; that motion carried unanimously.
The board approved accounts payable dated Feb. 3, 2026, totaling $334,397.62. The fund-level breakdown recorded in the motion included $96,661.78 to the General Fund, $165,835.26 to HSDF/HSBG and $44,792.44 to the 911 fund, among smaller line items.
In a separate action, the commissioners approved an engagement letter from KB&S — Kulla, Barkdoll & Stewart, P.C., “to provide professional legal and consulting services related to a review of the Fulton County Prothonotary’s Office,” on a motion by Commissioner Hann. The county placed the engagement under standard procurement process and recorded execution of the letter in the meeting minutes.
The board also authorized MATP allocation letters for two fiscal years. Commissioner Hann authorized Commissioner Wible to execute allocation letters totaling $464,875.00 for FY 2024–2025 and $491,875.00 for FY 2025–2026, for combined allocations of $956,750.00.
Other approvals included a laptop quote submitted by Rick Grissinger of Elect IT, intended for use in Franklin County for Jury Coordinator duties, and an invoice from Franklin County Fiscal for Fulton County court costs for the fourth quarter of 2025 in the amount of $38,819.27 (recorded as 10% of court wages and benefits). The board approved a January 2026 Retirement Fund Report presented by HR Administrator Mary Huston and granted travel requests for Services for Children Director Christine McQuade and Fiscal Technician Stephanie Mellott to attend the PA Children and Youth Administrators Conference, March 11–13, 2026, in State College, Pennsylvania.
The board entered executive session twice during the day — once for legal matters in the morning and twice for personnel matters — and held a tax appeal hearing after the morning executive session. Commissioner Steven L. Wible abstained from the tax appeal hearing, citing a conflict of interest; separate minutes for that hearing were placed on file. Later in the morning the board appointed Commissioner Wible to perform committee duties for colleagues during a forthcoming medical leave; that appointment took effect when the medical leave begins.
The meeting recessed at 10:58 a.m. for a Criminal Justice Advisory Board meeting and later resumed at 1:18 p.m. The commissioners, the HR administrator and the chief clerk conducted interviews for the Prothonotary’s Office during an afternoon personnel executive session. The board adjourned at 3:05 p.m.
