Grant County commissioners approve $28,582 radio purchase, renew $200,000 CD and clear routine bills

GRANT COUNTY — The Grant County Commissioners on Oct. 2 voted unanimously to approve several routine financial and operational measures, including the purchase of six digital radios for the sheriff’s office, renewal of a certificate of deposit and payment of monthly bills.
The board — Chairman Alton Zenker and Commissioners Al Roy Hochhalter and Marty Meyer — approved ordering six digital radios from ECI for $28,582 after Sheriff Terry Dillon presented a second estimate for the equipment. The motion passed on a roll-call vote: Meyer, Hochhalter and Zenker voting aye. The purchase is intended to update the sheriff’s field communications equipment; the minutes note an insurance claim and pending removal of equipment from a 2019 Dodge Charger when the vehicle is released.
Also on the consent-style docket, the board approved payment of bills totaling $11,992.78. The disbursements listed in the minutes include Election Systems & Software Inc. ($2,232.50), Software Innovations ($3,800.00), John Deere Financial ($746.57), Vanguard Appraisals Inc. ($650.00) and several smaller vendors.
The commissioners renewed certificate of deposit 7243 at Dakota Community Bank & Trust, increasing the base amount by $200,000 for a 12-month term. The motion was moved by Commissioner Meyer, seconded by Commissioner Hochhalter and approved unanimously.
Other approved actions and items:
• Clerk/recorder grant application: Julie Fischer presented an application to replace clerk/recorder stations and courtroom tables; the board authorized submitting the grant application.
• Passport photo equipment: Fischer also presented a $688.64 estimate for passport photo equipment. The clerk/recorder office plans to charge $15 for two photos and has averaged roughly 30 passport applications annually; the board approved the purchase.
• Gravel project payment: Max Schriock of Gravel Products Inc. updated the board on a gravel crushing and stockpiling project. The board approved paying Clinton Zimmerman $150.00 for 15 yards of rock at $10 per yard.
• Beer and liquor license: The board approved a 2025 beer and liquor license for Shields Bar for Bert Harsche.
• Approach applications: The board reviewed approach applications for Timmy and Andrea Muggli at two township/range locations; existing approaches will remain and final approach placements will be considered by county staff (Jon Alt).
• Equipment for tax office: The board approved purchasing a replacement computer for the deputy tax director.
Several administrative reports were also on the agenda: NDSU County Agent Tessa Osterbauer presented a quarterly report, and Tax Director Jackie Steinmetz reported a new valuation for the property of Justin Vetter and said she will contact him about applying for abatement for 2023 and 2024. Steinmetz also reported certified notices were sent to rural residents who have not applied for the farm residence exemption and was instructed to value nonqualifying rural residences at their 2024 values rather than using a flat rate.
The meeting adjourned at 11:44 a.m.; the board scheduled future meetings for Oct. 16 and Nov. 6, 2024.
