Grant County commissioners approve $55,968.35 in bills, renew CD and clear several licenses and permits

Grant County Commissioners on Sept. 18 approved payment of $55,968.35 in vendor invoices, renewed a 12-month certificate of deposit, and approved a series of licenses and permit applications.
Chairman Alton Zenker presided over the meeting. Commissioner Marty Meyer moved to approve the bills totaling $55,968.35; Commissioner Al Roy Hochhalter seconded. The board carried the motion by roll call: Meyer—aye, Hochhalter—aye, Zenker—aye. The minutes list major vendor payments including Farstad Oil Inc. ($23,870.38), Sauber Engineering Inc. ($11,553.72), CHS Inc. ($3,206.20) and the North Dakota Department of Transportation ($4,080.98).
Commissioner Meyer also moved, and Commissioner Hochhalter seconded, to renew a certificate of deposit (account ending 0221) with Dakota Community Bank & Trust for 12 months; the motion carried unanimously.
The board approved a beer-and-liquor license for Kevin Theurer covering November–December 2024 and calendar year 2025. The motion to approve the license was made by Commissioner Al Roy Hochhalter and seconded by Commissioner Marty Meyer; roll-call votes were recorded as Meyer—aye, Hochhalter—aye, Zenker—aye.
The commissioners voted to offer county parcel 61038000 to a private individual for $2,904.18, with disclosure that the 2024 taxes and any special assessments will apply. That motion was made by Commissioner Meyer, seconded by Commissioner Hochhalter, and approved by unanimous roll call.
The board reviewed a letter from Colleen Vetter submitted on behalf of Justin Vetter asking for reassessment of residential lots in Elgin. The commissioners instructed the tax director’s office to review 2023 and 2024 valuations to determine whether acreage owned by MDU was included in Vetter’s assessment; no final valuation change was recorded in the minutes.
An approach application for Brandon Bertch (northwest corner, SW1/4 of section 9, Township 133N, Range 87W) was approved after Jon Alt confirmed the location; motion by Commissioner Hochhalter, seconded by Commissioner Meyer, passed by unanimous roll call.
Shannon Wangsvick met with the board to discuss streamlining the county building-permit process. Wangsvick will coordinate with the flood-plain administrator and the planning and zoning administrator; the minutes note that the Joint Job Development Authority (JJDA) will address building permits once county departments complete their internal actions.
The board also approved an application for American Legion Post #69 at Shields Bar & Grill for a pull-tab dispensing device and Calcuttas, effective Oct. 1, 2024, through June 30, 2025. The motion was moved by Commissioner Meyer, seconded by Commissioner Hochhalter, and passed by unanimous roll call.
Being no further business, Chairman Alton Zenker adjourned the meeting at 11:44 a.m. The minutes were signed by Alton Zenker and Sara Meier, County Auditor. The board scheduled its next meetings for Oct. 2 and Oct. 16, 2024.
