Morton County Commission approves final plat, imposes burn ban and OKs multiple abatements

The Morton County Commission met on April 10, 2025, at the Morton County Courthouse in Mandan and approved a series of routine and land-use actions, including final plat approval for Rosemary Third Subdivision and a countywide fire emergency and burn ban.
Commission business opened at 5:30 p.m. with Chair Nathan Boehm present along with Commissioners Zachmeier, Buckley, Morrell and Tokach and County Auditor Dawn R Rhone. The commission approved the meeting agenda and the minutes of its March 25 regular meeting without objection.
The commission approved bills and payroll on a roll-call vote. Commissioners then adopted a resolution of support for ND Cares. The board approved tax-credit abatements: a Homestead Credit abatement (file #67606781) and Veteran Credit abatements (files #6782–6786).
On public-safety measures, the commission approved, by motion, a Fire Emergency and a burn ban as presented by staff. The emergency measure was adopted unanimously.
On land-use matters the commission approved, by motion, the final plat for the short-form Rosemary Third Subdivision. The commission found the plat conforms to Article 7 of the Morton County Land Use Code and to the county's 2045 Comprehensive Plan and voted to approve the subdivision.
In personnel and appointments, Commissioner Morrell moved and Commissioner Zachmeier seconded to appoint Zachary Ranisate to an unexpired term on the Lower Heart Water District Board, with the term set to expire Dec. 31, 2026; the commission voted to confirm the appointment.
The commission also adopted parameters and criteria for rostering future names for the Morton County War Dead Subcommittee.
At 6:00 p.m. the commission conducted the first reading of Resolution PZ25-04; no final vote on adoption is recorded in the provided minutes. Auditor Dawn R Rhone reported total county disbursements of $1,934,434.87 for the period March 26 through April 10, 2025 and noted that a detailed list of checks is available for public inspection during business hours.
Chair Boehm adjourned the meeting at 6:11 p.m. The minutes record unanimous votes for motions where voting is shown; specific roll-call tallies in the minutes are recorded as “all voting aye.”
