County Administrator Gary Mixon introduced the county’s initial FY2025–26 budget draft at the April 8 workshop, describing projected operating revenues of $63,839,827 and expenditures of $64,964,401, yielding a projected shortfall of $1,124,574. Mr. Mixon characterized the draft as preliminary and outlined a sequence of additional workshops and hearings intended to produce a balanced budget before the county’s June deadlines.
The presentation noted a capital fund request of $8,386,499, substantially higher than the county’s typical capital allocation of about $3.5 million and creating an approximate capital shortfall of $4.89 million that will be addressed in upcoming sessions. The schedule provided by staff sets topic-focused workshops on April 22 (capital and other funds), May 13 (elected offices and first reading of the county budget), May 27 (public hearing and second reading), and June 10 (third reading and school district presentation).
Mr. Mixon also reported that the county’s CPST bond drew four bids and that Truist Bank won the sale; the bond closing is scheduled for April 16, 2025, with funds expected to be available by April 21, 2025 to begin planned projects. No budget actions were taken at the workshop; council members and staff will continue work in the scheduled sessions ahead of the budget’s formal readings.
