Sumter County passes I‑95 land sale, advances two property-sale ordinances amid recusal

At its May 27 meeting Sumter County Council passed Ordinance #25-1025 (third reading) to sell a 3.79-acre parcel at I‑95 and Lynches River Road (Tax Parcel 365-00-03-002) to Jerry L. Locklear, Sr. County Attorney Johnathan Bryan said there had been no changes since second reading; Councilwoman Tasha Gardner-Greene moved to pass the ordinance, Vice Chairman James R. Byrd, Jr. seconded, and the motion carried unanimously.
Council also granted first reading to two additional property-sale ordinances. Ordinance #25-1029 would approve sale of approximately three acres on Airport Road (Tax Parcel 230-00-02-037) for an offer of $72,750; County Attorney Johnathan Bryan said a survey is required to verify exact acreage. Councilman Carlton B. Washington asked that Councilman Charles T. Edens recuse himself from voting on first reading of Ordinance #25-1029 because Edens represents the buyer; the record reflects that Edens did recuse himself from related votes.
Ordinance #25-1028 concerns sale of the property at 529 North Wise Drive ("The Greenhouse"), currently occupied by the Combat Veterans organization. Bryan said the group submitted an offer letter for $50,000 but a formal contract had not been submitted; staff will obtain a full-term purchase contract before second reading on June 10, 2025. Council approved first reading of both ordinances by unanimous votes.
Earlier in the day the Fiscal, Tax and Property Committee said it would proceed with purchase of a building for economic development using infrastructure funds; that committee action was reported out and carried in open session.
