Dillon County Council approves custody transfers for jail, animal shelter and 911 system; adds animal adoption fee proviso

The motion to approve was made by Council member Robbie Coward, seconded by Council member Dennis Townsend, and carried unanimously.
On Ordinance No. 25-08 (second reading), which would transfer custody and control of the Dillon County Public Safety Communications Center (the 911 system) from Dillon County to the Dillon County Sheriff’s Office, Council member Dennis Townsend moved for approval and James Washington seconded. The ordinance passed with Council member Detrice Dawkins recorded as opposed; the remaining members voted in favor.
Ordinance No. 25-09 (second reading) to transfer custody and control of the Dillon County Animal Shelter to the sheriff’s office was moved by Detrice Dawkins, seconded by Robbie Coward, and approved unanimously.
County Administrator Tim Harper read a budget proviso proposing the reduction or waiver of animal adoption fees to reduce shelter inventory and encourage adoptions. Council member Robbie Coward moved to add the proviso to the budget; Detrice Dawkins seconded, and the motion carried unanimously. The proviso text and any fiscal impact were not specified in the meeting record.
Ordinances No. 25-10 and No. 25-11 received first readings in title only authorizing a purchase-and-sale agreement identified as Project Runway and a land conveyance and incentive agreement identified as Project Zip, respectively; both first readings were approved by voice vote. Ordinance No. 25-05, a second-reading ordinance related to Project Evergreen (a proposed fee-in-lieu-of-tax and special source credit agreement), was tabled until the next meeting; the transcript does not record who moved to table it or a vote tally.
