County Manager James Shubert told the Board that staff propose using the 2026 Local Maintenance & Improvement Grant (LMIG) from the Georgia Department of Transportation—estimated at about $1.12 million—as the required match to support a 2025 COBO Community Development Block Grant (CDBG) application requesting $1 million.
Shubert explained that Ware County’s out-of-pocket match would be approximately 10% of the LMIG funds, producing an estimated local cost of $100,000. Staff also presented Resolution 2025-08 authorizing the Southern Georgia Regional Commission (SGRC) to submit the CDBG application on the county’s behalf and discussed a contingent administrative contract with SGRC to advertise engineering services, monitor compliance and oversee the project if funds are awarded.
Commissioners did not report any conflicts of interest after a county check for property ownership in the targeted areas. The CDBG submittal resolution and the SGRC contingent contract were added to the regular meeting agenda for formal action.
