Ware County commissioners approve catering license, zoning changes and airport fuel contract increase

The Ware County Board of Commissioners on Feb. 10 approved a series of routine permit, contract and land-use measures, including a catering alcohol license for Cocktail Caravan, LLC and an upgraded aviation fuel contract for the county airport that raises the monthly fee to $550.
The meeting, chaired by Elmer Thrift, opened as the board confirmed its agenda and recognized Angela Shulman of the Tax Assessor’s Office as Employee of the Month, awarding her $100.
On agenda items, the commission voted 3–2 to approve a catering alcohol license for Cocktail Caravan, LLC after Commissioner Leonard Burse and Commissioner Timmy Lucas voted NO while Commissioners Jon Tindall and Barry Cox and Chairman Elmer Thrift voted aye. Commissioner Timmy Lucas made the motion and Commissioner Barry Cox seconded.
The board unanimously approved an upgrade to the airport aviation fuel contract that increases the county’s monthly payment from $375 to $550 (a $175 increase). County Clerk Melinda Brooks confirmed the current monthly price is $375 and that the new contract will be $550 per month; Commissioner Jon Tindall moved and Commissioner Leonard Burse seconded the motion.
The commission also approved naming a private roadway “Dead End Road,” described in the minutes as located about 1,200 feet west of the intersection of Elmer Thrift Road and Banks Lane and ending in a 700-foot extension/cul-de-sac. Commissioner Barry Cox moved the road-naming motion, seconded by Commissioner Timmy Lucas; the roll call recorded ayes from all voting members.
Board members approved a request to close and abandon 500 feet of alley in Block 214 of Emerson Park Subdivision (New Mexico Ave to Nevada Ave). Commissioner Timmy Lucas moved the measure and Commissioner Leonard Burse seconded. Commissioner Barry Cox stated he would abstain from voting because he owns property in that subdivision; the roll-call record shows Burse and Pope voting aye, Lucas aye, Cox abstaining and Chairman Thrift aye.
The commission voted to adopt zoning areas in previously unzoned parts of Ware County per a map approved by the Waycross–Ware County Planning Commission. The motion passed on roll call with Chairman Elmer Thrift recorded as voting NO while other commissioners voted aye.
The board approved rezoning the Frontier Estates area from R-90 and CN to RS and RS-FDP. Commissioner Timmy Lucas recused himself because he lives in the area; the roll-call shows Burse and Tindall voting aye, Lucas abstaining, and Cox and Thrift voting aye.
In his report, County Manager James Shubert said engineers working on the Albany Avenue overpass design are awaiting direction from the commission and offered to take commissioners to the site (two at a time) to review plans and provide guidance to staff.
The meeting concluded after commissioner comments; a motion to adjourn passed unanimously and the board adjourned at 7:23 p.m.
Actions taken were recorded in the minutes and included: approval of the agenda, awarding employee of the month, approval of the Cocktail Caravan catering license (3–2), approval of the airport fuel contract increase to $550/month (unanimous), naming a private roadway, abandonment of a 500-foot alley in Emerson Park (with one abstention), adopting zoning in unzoned areas (one NO), and rezoning Frontier Estates (one recusal).
