County manager outlines State Street and Albany Avenue overpass timelines, environmental testing and design changes

Interim County Manager Melinda Brooks updated the commission on two overpass projects and the county’s transportation planning.
Brooks said the State Street overpass has an expected let date of September 2025 and construction is hoped to begin in January 2026. For the Albany Avenue overpass, a Phase I environmental assessment showed historical records of fuel-tank contamination; Brooks said a Phase II assessment will be required before right‑of‑way acquisition, with testing costs estimated at about $100,000. County Manager appointee James Shubert described a design change that removed retaining walls, which pushed the right‑of‑way out by roughly 60 feet and was estimated to save about $3 million compared with the prior design.
Planning & Codes Director Dustin Minchew directed the public to an online survey hosted by Atlas Technical Consultants for the Comprehensive Transportation Study to collect citizen input on transportation needs across Waycross and Ware County. No formal action was taken at the work session on these items.
