Rezoning request for Dollar General near Center Elementary added to agenda after conflict disclosure
Summary
A rezoning application for parcel 051 A04 059 to allow a Dollar General at Dorothy Street and East Blackshear Avenue was added to the regular-meeting agenda; the request was previously tabled after Commissioner Timmy Lucas disclosed ownership of adjacent property and commissioners raised concerns about proximity to Center Elementary and a nursing home.

The Ware County Board of Commissioners on Jan. 16 added a rezoning request for parcel 051 A04 059 — to permit a Dollar General at the intersection of Dorothy Street and East Blackshear Avenue — to the regular-meeting agenda.
The Waycross–Ware County Planning Commission had unanimously approved the rezoning during its Nov. 14, 2024 meeting. The county had considered the rezoning at a Dec. 9 public hearing and regular meeting but tabled the item after Commissioner Timmy Lucas disclosed he owns the adjoining property (not the parcel subject to rezoning). Commissioners expressed differing views: Commissioner Leonard Burse said the site was too close to residential areas, while others said a retail store could provide convenient shopping for residents who may be affected by train delays.
The petitioned site sits across Dorothy Street from Center Elementary School and diagonally across the intersection from Waycross Health and Rehabilitation Nursing Home, a factor commissioners cited when discussing potential impacts. No vote took place at the work session; the rezoning will be considered at the regular meeting.
