Ware County appoints James Shubert as county manager in 4-1 vote after commissioner criticizes process

The Ware County Board of Commissioners on Jan. 6 approved the appointment of James Shubert as county manager in a 4-1 roll-call vote.
Assistant County Attorney Jennifer Herzog presented a draft employment agreement for Shubert and asked whether commissioners had questions before a motion. Commissioner Timmy Lucas moved to appoint Shubert and Commissioner John Tindall seconded. Commissioner Leonard Burse read a prepared statement expressing his concerns about how the hiring process was handled; Burse clarified his objection was to the process and "nothing personal against the candidate." The final tally was four ayes and one no, with Burse voting against the appointment.
Shubert, who will begin work Jan. 20, thanked the commission and pledged to "do his best for the Commission and the citizens of Ware County." Herzog told the board that, because the agreement was approved, the chairman and Mr. Shubert would sign the contract at the end of the meeting.
Interim County Manager Melinda Brooks and incoming Manager Shubert discussed priorities tied to road projects and the county's LMIG application, which Brooks said must be submitted by the end of the month. Brooks said Hofstadter & Associates expects to finish design work by the end of January so paving bids can be advertised; paving work is expected this summer with Paschall Road listed at the top of the priority list.
The board welcomed Shubert and expressed a desire to work cooperatively on county priorities. The board adjourned at 10:38 a.m.; the next regular meeting was rescheduled for Jan. 16.
