Screven County commissioners award $147,300 tree‑trimming contract, table Blue Springs property decision

Screven County commissioners met Oct. 10 at the Screven County Courthouse and awarded a $147,300 contract for tree trimming and debris removal while approving a set of routine appointments and resolutions and delaying a decision on a county property.
The board voted to award the county RFP for tree trimming and debris removal to Evans Freight Services for $147,300 after Commissioner J.C. Warren moved to accept the bid and Commissioner Mike Dixon seconded. Commissioners Will Boyd, Rosa Romeo, Edwin Lovett and Ben Thompson were recorded in favor; Commissioner Allison Willis abstained. The motion carried by majority vote.
The meeting also included reappointments to the Greater Savannah Regional Alliance: Commissioner Rosa Romeo moved to reappoint Dorie Bacon and Dorothy Glisson and Commissioner Allison Willis seconded; the motion carried unanimously. The board adopted a Resolution to Improve Mental Health Services in Georgia and a separate resolution setting pay for Board of Elections members, each on unanimous votes. Commissioners also approved requirements and guidelines for animal shelter volunteers by unanimous vote.
During discussion the board reconsidered surplusing the Blue Springs property, which had previously been offered in 2014 but received no acceptable bids when it was divided by a roadway. Commissioners discussed the possibility of abandoning the dividing road to reunite the parcel; Commissioner Ben Thompson moved to table further action on the matter until the next meeting and Commissioner Rosa Romeo seconded. That motion carried unanimously.
The meeting included updates from county staff. James Woods, Roads & Bridges Superintendent, said he has prioritized clearing the backlog of complaints and reported, "As of 8:00 a.m. this morning there were zero open complaints." Woods told the board that purchasing one or two motor graders and increasing the maintenance and repair line item would be beneficial.
Animal Control Officer Jake Gay and shelter helper Celissa Edenfield reported outreach and adoptions, saying a few cats were adopted at the Hiltonia Fall Festival and that "14 dogs were adopted in the month of September." Jerome Jenkins briefed the board on restoration work at Pine Street Park and said several community members had volunteered; the board gave Jenkins its blessing on the project provided he keep Commissioner Rosa Romeo informed of process and progress. Lagina Evans invited commissioners to a ribbon-cutting ceremony for the hospital cafeteria on Oct. 12.
The meeting opened at 9 a.m. and Chairman Will Boyd adjourned it at 10:23 a.m.
