Screven County commissioners approve subdivision, agreements and plan updates; sanitation RFP tabled 4-3

The Screven County Board of Commissioners approved a series of routine items and agreements during its April 9 meeting at the Screven County Courthouse while tabling the sanitation services request for proposals (RFP) after a close vote.
Chairman Will Boyd presided over the session. Commissioner Allison Willis moved to approve a Planning & Zoning request to subdivide 525 Industrial Park Road in Commissioner District 6; Commissioner Rosa Romeo seconded and the motion passed unanimously. The board also approved a Memorandum of Agreement with the Georgia Department of Community Affairs related to the Ag Center after discussion of who will oversee the project; Commissioner Willis moved for approval and Commissioner Ben Thompson seconded the motion, which carried unanimously.
Commissioner Edwin Lovett moved to adopt the Comprehensive Plan Update Proposal, and Commissioner Mike Dixon seconded; the motion passed without opposition. The board granted use of the county courtroom on April 22 to the Junior Woman’s Club for a candidates forum and renewed a contract with Traylor Business Services for the Tax Assessor’s Office.
The board approved declaring a surplus the Sheriff’s Department mobile kitchen so it may be donated to the American Legion, and it approved signage and a small dedication ceremony honoring the late Roosevelt Culver, former NAACP president, at the Best Bridge location. Several other routine RFPs and appointments were either approved or tabled for further review.
The most contested action was the sanitation-services RFP. Commissioner Mike Dixon said he wanted to review all RFP packets "so that he could better understand the numbers being presented" and moved to table the award. The motion (mover: Mike Dixon; second: Allison Willis) carried 4-3, with Dixon, Willis, Ben Thompson and Edwin Lovett voting to table and Chairman Will Boyd, J.C. Warren and Rosa Romeo opposed.
County Manager Lori Burke announced a workshop for April 23 at 8:30 a.m. to review the budget and SPLOST and to allow sanitation contractors to answer questions from the board. During commission and staff comments, Chairman Boyd noted Commissioner Rosa Romeo’s election as chair of the Coastal Regional Commission and Road Superintendent James Woods provided a roads update. Ben Wall, owner of Allgreen Services, addressed the board about his sanitation bid and explained his company’s figures and benefits for the county.
The meeting adjourned at 7:22 p.m.
