Screven County commissioners approve appointments, equipment purchases and roadside RFP funding

At the start of new business, Commissioner Allison Willis moved to appoint Pamela Collins to the Hospital Authority Board; Commissioner Mike Dixon seconded the motion, which the board approved unanimously. Later, Commissioner Ben Thompson moved to appoint Tony Kemp to the Board of Elections; Commissioner Willis seconded and six commissioners voted in favor while Vice-Chairman J.C. Warren opposed, carrying the appointment by majority vote.
The board approved three equipment purchases. Commissioner Ben Thompson moved to buy a lawn mower for the Recreation Department from Bragg Motor Services for $11,985.59 using SPLOST funds; Commissioner Rosa Romeo seconded and the motion passed unanimously. Thompson also moved to purchase a mower for Building & Grounds from Screven Power Products for $10,907.20 using SPLOST funds; Commissioner Edwin Lovett seconded and that motion passed unanimously. Commissioner Mike Dixon moved to purchase a furnace for the county’s Ogeechee Technical College building from Hagan Heating & Air for $8,185.00 using General Funds; Vice-Chairman J.C. Warren seconded and the motion carried unanimously.
On funding for roadside work, Commissioner Rosa Romeo moved to approve up to $150,000 per quarter to continue requests for proposals for trimming and roadside clearing using TSLOST funds; Commissioner Willis seconded and the board approved the allocation unanimously.
The board chose not to award a separate tree-trimming RFP at this meeting. Commissioner J.C. Warren moved to table that decision, citing confusion among bidders over mileage measurement (center-line versus one side). Commissioner Willis recused from the motion. County Attorney Aaron Meyer recommended rejecting the bids and resubmitting them after clarifying the specifications; the board agreed to follow that recommendation.
The meeting included routine approvals of the agenda and past minutes and concluded with an executive session on personnel before adjourning at 10:02 a.m.
The board’s next procedural steps include rebidding the tree-trimming RFP with clarified specifications and implementing the approved equipment purchases and TSLOST-sponsored roadside contracting.
