Long County commissioners award $930,254.52 TSPLOST contract; approve multiple rezoning requests

Long County commissioners awarded the TSPLOST Project 2 contract to Georgia Asphalt Producers, Inc. for $930,254.52 and completed a slate of routine and land-use decisions at their regular meeting on Jan. 4, 2022, in Ludowici.
Chairman Robert Parker called the meeting to order at 9:35 a.m.; Vice Chairman Gerald Blocker, Commissioner John Reddish, Commissioner Hall, County Attorney James B. Smith, County Clerk Mary Ann Odum, Deputy County Clerk Brandi Smiley and County Administrator Russell Simmons were listed as present; Commissioner Florence Baggs was absent. Probate Judge Teresa Odum led the invocation and the commission led the Pledge of Allegiance.
On routine business, Commissioner Hall moved to approve the January agenda; Commissioner Blocker seconded and the motion passed unanimously. Commissioners also approved the December 2021 minutes and authorized payment of bills, each by unanimous vote.
On appointments, Commissioner John Reddish moved to reappoint Robert Parker as chairman; Commissioner Blocker seconded and the motion passed unanimously. Commissioner Blocker moved to reappoint James B. Smith as county attorney; Commissioner Reddish seconded and the motion passed unanimously.
On procurement, Commissioner Blocker moved to award the TSPLOST – Project 2 bid to Georgia Asphalt Producers, Inc., identified as the lowest responsive bidder at a total of $930,254.52; Commissioner Reddish seconded and the motion passed unanimously.
On land-use items, the commission handled several rezoning requests and one conditional-use application. Commissioner Hall moved to table Rezoning Request Z-021-012 until developer Bill Nutting completes required repairs to Crawford Subdivision and Vickers Hill Subdivision; Commissioner Reddish seconded and the motion to table passed unanimously. Separately, the commission approved Rezoning Requests Z-021-013, Z-021-014, Z-021-015, Z-021-016 and Z-021-017. Each of those rezoning motions passed 3-1, with Commissioner Hall recorded as voting no and the other three commissioners recorded in the meeting roster as supporting the motions. Commissioner Reddish moved to disapprove Conditional Use Request CU-021-001; Commissioner Hall seconded and the disapproval passed unanimously.
Commissioner Blocker moved to approve the Final Plat for Summerhill Phase II; Commissioner Reddish seconded and the motion passed unanimously.
Commissioner Reddish moved that the board enter executive session for personnel matters; Commissioner Blocker seconded. The board later exited executive session by unanimous vote. Commissioner Blocker moved to adjourn; Commissioner Hall seconded and the meeting was adjourned by unanimous vote.
Votes at a glance: Zoning and land-use outcomes included approvals for Z-021-013, Z-021-014, Z-021-015, Z-021-016 and Z-021-017 (each passed 3-1, Commissioner Hall voting no); Z-021-012 was tabled pending developer repairs; CU-021-001 was disapproved (unanimous).
