Long County commissioners approve rezoning for four‑unit housing and introduce RV-park zoning

Long County commissioners unanimously approved a rezoning request Oct. 3 to allow construction of a four‑unit quadplex on a 1.28‑acre parcel along GA Highway 196.
At the public hearing Chairman Robert Parker introduced Rezoning Request Z-023-009, which seeks to change tax/map parcel 016 B 003 from RR (Rural Residential) to MFR (Multi‑Family Residential) to permit a quadplex. Planning and Zoning Administrator Jessica Smith described the property as surrounded by residential parcels. Brandon Purcell of Maverick Engineering told the board the development is intended for families, adding, "it would be for families, there would be 3 bedrooms and a total of 4 units." After recording no written or verbal public comments, the board later voted to approve the rezoning (motion by Commissioner John Reddish; second by Commissioner Jeremy Hall). The motion passed unanimously.
The board also considered a new zoning classification, the Recreational Vehicle Park (RVP) District. Jessica Smith told commissioners the RVP would be a new classification in the county zoning code. Commissioner James Craft asked why the draft rules did not include a stipulation barring registered sex offenders or a 1,000‑foot buffer from places where children congregate; Smith said the Planning and Zoning Board had decided not to include that stipulation and indicated enforcement of such restrictions would fall to the Sheriff's Office. Commissioner John Reddish asked about sewage and septic regulation for the proposed RVP; Smith responded that the Georgia Department of Public Health is responsible for those requirements. County Attorney James Smith gave the first reading of the RVP ordinance; the board did not take final action on the RVP at this meeting.
In other business the board adopted a Zoning Classification Ordinance (motion by Commissioner John Reddish; second by Commissioner Gerald Blocker) and approved routine items including the agenda, previous minutes and payment of bills. Vice Chairman Gerald Blocker moved to appoint Kalyssa Rogers to the Long County Board of Health; the motion, seconded by Commissioner John Reddish, passed unanimously. Chairman Robert Parker closed the hearing and called the regular meeting to order at 9:05 a.m.; Pastor Tom Gardner gave the invocation and Senior 4‑H'er Brandon Kaffman led the Pledge of Allegiance. The meeting adjourned after the listed motions were passed; minutes were later adopted Oct. 31, 2023 and signed by Chairman Parker and County Clerk Brandi Smiley.
