Ben Hill County Manager Michael Dinnerman reported at a July 21 workshop that the county has received $1,621,889.50 in American Rescue Plan funds and expects the remaining half — for a total allocation of $3,243,779.00 — in about 12 months. He said his plan is “to get as much of the funds as possible and work it back into the general fund.”
Dinnerman recommended using ARP dollars to give one-time holiday bonuses of $1,000 to full-time employees and $500 to part-time employees, an expense he estimated at about $100,000. He also told commissioners the county’s salary study by Condrey and Associates shows Ben Hill County is roughly 10% behind the market and recommended a 10% across-the-board raise for county employees beginning Jan. 2022, with additional adjustments for jailers and E-911 dispatchers. He presented a funding chart outlining how those increases could be sustained over the next six years and said the intention is to keep salaries equitable using the consultant’s chart.
Commissioners asked questions and discussed the recommendations; no formal motion or vote was recorded in the transcript. The workshop concluded with the meeting adjourned. The recommendations would require follow-up action if the commission chooses to adopt them in a future meeting.
