Ben Hill County commissioners adopt $11.28 million FY2023 budget

The Ben Hill County Commission voted 5-0 on Dec. 15, 2022, to adopt the county's FY2023 operating budget of $11,284,997.50 and related special revenue and capital funds at a special-called meeting at the Ben Hill County Courthouse Annex. Commissioner Daniel Cowan moved to adopt the resolution and Vice-Chair Hope Harmon seconded; the motion passed with Commissioners Cowan, Harmon, Bennie Calloway, John Mooney and Chairman Steve Taylor voting in favor.
County Manager Michael Dinnerman told the commission that a public hearing on the proposed FY2023 budget had been held on Dec. 6 and that no members of the public spoke. Chairman Steve Taylor then read the formal FY2023 Proposed Budget Resolution before the commission voted.
The minutes list several special and capital fund budgets included with the general fund adoption as presented: Sheriff's Commissary Fund $64,000; Drug Abuse and Treatment $11,800; Jail Fund $32,100; Special Investigations $32,000; Juvenile Services $250; E911 Emergency Operations $622,314; BHC Development Fund $2,000; BHC LMIG Grant Fund $450,000; SPLOST 2011 $1,000,000; SPLOST 2017 $2,800,100; and BHC Transportation Fund $630,000. The minutes also list an American Rescue Plan (ARP) 2021 entry in the line items; the transcript contains inconsistent numeric formatting for that entry (see clarifying details), and the county's official budget documents should be consulted for the definitive ARP balance and line-by-line allocations.
The commission took no separate motions on individual fund line items in the minutes; the record shows the commission approved the FY2023 operating budget and the accompanying special revenue and capital fund budgets "as presented." The meeting was adjourned after the vote.
