Coffee County commissioners approve series of routine contracts, two liquor licenses, airport annexation and adopt speed hump policy

The Coffee County Board of Commissioners unanimously approved a slate of routine financial and procurement actions and adopted a new speed hump policy at its May 6 meeting.
County Administrator Wesley Vickers recommended accepting a Certificate of Deposit bid from Colony Bank at 5.17% to renew county funds; Commissioner Ted O’Steen moved to accept the recommendation and the board approved the award unanimously. Vickers also presented bids for Burl Mills Road pipe replacement and Statewide Engineering’s recommendation to accept the low bid from Thrift Brothers, LLC for $45,146.80; Vice Chairman Johnny Wayne Jowers moved approval and the board agreed.
The board authorized a set of Road Department equipment purchases to be paid from SPLOST funds, including a Lasseter Rhino rotary mower ($26,000), a Massey Ferguson MF 57104C tractor ($79,006.94), an F-550 fuel truck with body ($63,433.90 and $28,274.50), and two pickup trucks ($96,440 total). Commissioner AJ Dovers moved to approve the low bids and the motion passed unanimously.
County Attorney Tony Rowell reviewed two retail alcohol license applications. The board approved a beer, wine and liquor license for SAT CHARAN, LLC d/b/a Fairway Liquor at 9675A Highway 221 after Rowell said records presented indicate the location exceeds the 600-foot minimum distance from a nearby school. The board also approved a beer-and-wine license for N & D Food Mart 5, LLC d/b/a Wright Quick at 2850 New Forest Highway. Both approvals were made by motion and were unanimous.
Vickers presented a City of Douglas request to annex 98.48 acres of parcels associated with the Douglas Municipal Airport (already city-owned but not formally in city limits). Vice Chairman Jowers moved to approve the annexation and the board voted unanimously to allow the annexation.
The board adopted a revised speed hump policy based on the City of Douglas draft with three specific edits: omit curb-and-gutter requirements, limit eligibility to roads with posted speeds of 35 mph or lower, and require 60% of affected residents to agree before installation (and 60% to agree to removal). The board authorized the county attorney and county administrator to finalize policy language.
All motions recorded at the May 6 meeting passed unanimously; the meeting adjourned at 10:10 a.m.
